HP 6970 Blue printing in a banner streaks with red

When I print a document with any large area of blue, such as a banner, the blue prints streaked with red.  This happens regardless of cartridge level.  I've changed to BEST print quality and cleaned the printheads numerous times.

Do you get the streaks on the report page when cleaning the printhead?

Since you have already cleaned the Printhead several times, I suggest you contact HP Support for Service Options

Thanks for replying to my question.

The report page prints very well after I clean the printheads, but the streaking is still there in a banner in a Word document.
