This printer has never printed color, no matter what I do. It also rejects remanufactured ink cartridges.

You may refill your cartridges or use remanufactured cartridges, but you may run into problems. HP will not guarantee the functionality of those ink cartridges.
Try the steps in the document to resolve the issue-Error Indicates Faulty Ink Cartridge and Black Ink Not Printing and other Print Quality Issues
If the issue persists, I suggest you contact the cartridge manufactures
