Microsoft Windows 10 (64-bit)

Hello, My HP 7610 printer will not let me enable wireless on it.  In the Network menu it shows Wireless as off, and a lock icon next to it and most other wireless settings.  If i click on it it says "Wireless Communication has been disables" and to contact the administrator, which is me, the printer is my personal home printer.  I tried doing factory reset I found in the menu under "Tools" and that did not change anything.  I also tried unplugging it, holding the power button for twenty seconds, waiting a minute then plugging it back in - nothing.  I saw another user had been given instructions via email to do a "semi-full reset" which may fix it, so i would like to get those instructions if possible.  Any help I can receive would be appreciated.
