HP Officejet Pro 8610 and 8710 not working with Windows 10 1903

My printers were working fine prior to the 1903 update. The printer is connected wirelessly to my network and has an IP address. The installation software provided by HP finds it but does not install the proper driver. I have tried everything including the HP Smart app, the HP doctor, etc., but nothing seems to work. I think the problem lies with a driver incompatibility issue. I have tried stopping the print spooler, uninstalling the printer, running services.msc, and printui.exe /s, as recommended. None of these things are working for me. Any suggestions would be greatly appreciated. Thank you

I recommend you delete the driver at the root level and Install the drivers, follow the steps below:
Remove the USB if connected
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose `Delete' or `Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between "printui.exe" and "/s")
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
Then, Click on this link: https://support.hp.com/in-en/drivers to download the Full Feature Software and Drivers.
If you have tried these steps, Create a local user or administrator account in Windows install the driver and try to print.

I have removed the printer and driver on my Spectre Laptop (Windows 10) for my network OfficeJet Pro 8610 MULTIPLE times and have reinstalled the network printer MULTIPLE times without success. Each installation finished with the "installation complete" message and when I go to send a test page to the printer, I get an error that the software can't connect! I have done this with the firewalls DOWN. My printer works fine from OLD Windows 7 machines as well as iPad and iPhone devices. When the HP Print and Scan Doctor (5.3) it sees the network printer identifying it correctly by its IP address, appears to prepare it and then loads the driver software without comment.
This appears to have started with the 1903 Win upgrade and need to know how to fix the compatibility issue?
