Hp4650 shows no power light on button, displays blue screen and ink carriage won’t move. I have tried unplugging and plugging into direct power outlet, no change.

I see that the printer is in an error state and I appreciate your efforts in trying to resolve the issue.
I'd further recommend you follow the steps from the document 'Carriage Jam' or 'E3' Error Displays to isolate and fix the issue.
