ENVY Photo 7855 cartridge errors and have reinstalled the cartridges, turned printer off, unplugged and plugged back in. I put the old cartridges (HP 64 ) back in, but both cartridges are out of ink.

If you have already performed the steps from the document HP Printer Does not Print and Error Indicates Faulty Ink Cartridge and the issue persists, it could be a hardware failure.
