I can't say for sure, but there is a possibility that issue could be with the CYAN chambers from where the cyan ink would flow out and also a possible issue with the nozzles responsible for shooting out the cyan ink.
However, i'd suggest you to perform all the steps mentioned in the document, which includes cleaning the cartridge etc..
