Message is that Printer Out of Ink so Won't Print - Not True, Just Added New Ink Cartridge

Dell laptop
Microsoft Windows 10 (64-bit)

I know why this is happening.  When I tried to solve a printing problem HP [edit] me to sign up for the ink program, and I knew there would be a problem with that and there is, however, [edit]  I just put in a new ink cartridge, but the program thinks I am out of ink.  I'm not.  So it won't print.  HP should not link its desire for more sales of ink to someone trying to fix a printing problem.   It's not working and it is freezing my printer.
