I was investigating printing issues such as fresh cartridges with continued lines and blank sports horizontally acrowss documents. attempted to clean preant head using alcohol and paper towel beneath but on lifting up the lid therer was no movement to center as expected.

A warm welcome to HP Forums!  This is a great place to get support, find answers and tips to your technical queries.
I sounds like the printer carriage has been jammed. Most of the carriage jam issues can be resolved by power resetting the printer and clearing any obstructions. You may use the steps available here to clear a carriage jam. HP Officejet 6520 printer has a fixed or non removable printhead, I'm afraid, its not possible to remove the printhead.

Unfortunately I've seen this video and tried these helpful steps. I see now I'm using the wrong words. It's not the printhead, but the carriage that does not move freely and seems to be locked or jammed.
