I have had some great suggestions for trying to bypass the missing startup cartridges. I have tried them all with no success. Unfortunately my monitor is not backlit and I cannot proceed to scrolling or selecting any additional choices because I can’t see them nor am I able to select anything. It would appear my only option is to try and find replacement startup cartridges. Thank you in advance for any help you might be able to offer.

As the issue is still not resolved, I'd suggest you Contact HP in your region regarding this.
If you are having trouble navigating through the above options, it's most likely because the device is out of warranty. If yes? please send me a private message with the region you are contacting us from. Check next to your profile Name, you should see a little blue envelope, please click on it.
