Paper Jam, cartridges don't move

OfficeJet 6500 Series 709A
Microsoft Windows 10 (64-bit)

I've used this printer for many years. Lately, after cancelling a print, the printer shows "paper jam". I've checked the printer, no paper jam anywhere. The HP Print and Scan Doctor shows that the cartridges are blocked on the right side, everything else is ok, according to the tool. The cartridges are stuck on the right side and I can't move them manually. HP's suggestions don't help (Take off the power, clear any debris, move catridges manually and so on). Any suggestions? Would it help to drop the printer from Windows and start all over again with the installation?

The windows installation is no help here, you have a hardware mechanical problem in your printer. Without disassembly and checking the mechanics there is nothing you can do. The OJ 6500 is quite an ungrateful device for repair, in your place I would consider saving for a new printer.
