I also read de pages about this problem on the community, but I'm not a IT'er. I do'n't understand what to do.
I use Windows 10 version 1903, Dutch version.

Welcome to HP support community.
Did you uninstall the driver from root level?
If not, follow the below steps:
Perform root level uninstallation to remove all the printer related software's.
Press the Windows key + R on the keyboard to bring up the run menu.
Type %temp% in the run field, and click OK.
Look for, and open the folder starting with 7z (Example: 7zS2356)
Open folder Util
Open folder CCC
Run the uninstall_ L4.bat
When the uninstall has completed restart the computer
Press the Windows key + R on the keyboard to bring up the run menu.
Type %programfiles% in the run field and click OK.
Delete any HP/Hewlett Packard folders.
Download and install printer full feature driver
Once you install the printer, change the bellow settings to print in color.
- Open Devices and Printers by clicking the Start button , and then, on the Start menu, clicking Devices and Printers.
- Right-click the printer that you want to use, and then click Printing preferences.

Scenario: Win10 64, Asus VivoBook, AMD Ryzen 5, Norton Platinum Lifelock. HP Envy 4528.
Two other '7z' folders were also found (HPPsdr related).
Under ...\Local\Temp\7zS6C52 there was no 'Util' folder but one 'utils'.
No 'CCC' folder on any level.
No *.bat file either.
Both Color and Duplex are unavailable on this platform.
All works well from Win7-32 and various iOS units.
Please advice!
Regards
Tommy

Sorry, I did exactly as you said, same result (no color, no duplex).
Some notes along the way:
In printui.exe, the hpygid.inf could not be removed. No other traces left. (I also deleted the standard tcp/ip port)
Step 3, Activation window:
I do NOT want the Instant Ink subscription.
I do not want to use Web services - connection time is extremely looong, firewall issue? (Norton since many years)
After further wait, no "printer requirement code" was found, issuing the local printout mechanism. Therefore had to cancel this step.
Next, all seems well, asked for usage (home, private). And I do not wish to use the HP Smart app on Win10.
Back on square one.
What now?
