The only way that question makes sense to me is if you have an Instant Ink print-by-page subscription and contract.

Just taking the printer off the network does not impact (or magically cancel) the contract.

 

If the printer is "old", still being used (or not) and it is still on contract,

You need to start Web Services on the printer so the printer can connect with the Instant Ink server

If you discarded the printer or wish to cancel your Instant Ink contract, you may do so.
