The simple answer is because the method works for some kinds of problems.

 

This is a form of printer "Restart" that can unset  - or "clear" - certain error conditions.

 

In those cases where the Restart does not work by itself, the method might be part of an overall strategy to correct whatever is "wrong".

 

For those reading, an example of the Restart method  is provided in this document:

Step 2

 

The longer answer has to do with the way the power source to the printer works to either save or clear certain parameters.  I am not an expert in the subject.  Should you be interested, most electrical engineers can likely provide an explanation that is specific enough to answer your questions.
