The ? is illuminated on my printer and I have no idea why. When I click on it, it doesn't indicate what the issue is. But my laptop will not connect to the printer and I can not print anything.
I have tried turning it off properly and at the mains. I have taken out all of the cables and done a settings reset.

The question mark should be illuminated and indicate the help menu for your current printer screen, that have nothing much to do with the printing issue:
How is the printer connected to your PC, via USB or through the network?
Try following the HP Print and Scan Doctor Utility and check if that may make any difference, be sure to follow any suggested steps:
For any further issue, please clarify how the printer is connected to your computer.
