has ink won't print

Officejet 8600

got error message for ink, bought new cartridges for all, still same problem, cyan, it won't print anything.  I have tried turning off and on.  the option to run clean printer heads does not work.  can't do any tests.  took out the cartridge and popped back in.  the printer is not used that much.  is this something I can fix or do I have to take it in.  cyan does not register as full, has red x, the others all say ink is full.  cyan said this before I bought the new hp ink cartridge, so message has not changed no matter what I do, print heads say healthy.

Please reach out to the HP Support in your region regarding the service options for your printer.
