have a HP Officejet 4655, black prints fine but new HP color cartridge does not?

HP Officejet 4655
Microsoft Windows 10 (64-bit)

The printer is a little over a year old and have had lots of problems with it. Black works very well and color doesn't at all. I have double cleaned the cartridges without success. I have checked the settings on the printer and my laptop from black and white to color and it should work.  I have checked drivers and them seem to be up to date. Not sure what else to do?

Welcome to the HP Support Community. I'd be happy to assist you with the print quality issue. 

 

Please try these steps - Print Quality Issues

 

Also, try updating the printer's firmware - HP Printers - Updating or Upgrading Printer Firmware

 

If the issue still persists, try a replacement color ink cartridge. If your ink cartridge is still in warranty, you may Contact HP in your region. To know more, please refer to this document - HP Printers - Ink Cartridge and Printhead Limited Warranty
