Welcome to the HP Support Community.
Are you able to copy?
Print a Print Quality Diagnostic Page to identify the print quality issue.
Load plain white paper into the tray.
On the printer control panel, swipe the display to scroll to Setup, and then touch the Setup icon (). The Setup menu displays.
Swipe the display to scroll to Print Reports, and then touch Print Reports.
Touch Print Quality Report. The printer prints a test page.
Let me know if you see any color/black ink on this report.

I checked the ink levels and they are all at the highest level, however there is no ink being printed when I try and copy something, or even printing the status report.
This is really frustrating! The and the printer are not cheap! Is there a tape on the 950/51XL cartridges that I need to remove? Or do I just put them in as removed from the packaging.

No it doesn't. Here is a document to help you: https://support.hp.com/in-en/product/hp-officejet-pro-8610-e-all-in-one-printer-series/5367603/docum...
It could be a set of defective ink. Do you have any old cartridges or any other set that you can try inserting and checking if it prints ok?
