I had this problem with HP 8710.

It wouldn't let me finish the set-up.

I could print remotely, but I couldn't reach the Printer Assistant menu to scan; it went to the set-up continuously.

The above suggestion helped.

Remove all traces of the HP 8710 installation with all possible installation options:
e.g.

1) Programs and Features
2) Control Panel\Hardware and Sound\Devices and Printers
3) Device Manager > Printer

I also went to Printer Maintenance on the LCD screen, and did a factory restart just in case.

The problem came again today.

 

What fixed it was doing the same unintall procedure above, but then use:

 

HP Easy Start for Windows Printer Utility Software

 

instead of 

 

HP OfficeJet Pro 8710 All-in-One Printer series Full Feature Software and Drivers
