If the streaks are a single color then you likely have a bad cartridge regardless of the level. If the streaks are multi-colored or muddy then the problem is more likely the transfer belt. Remove the cartridges and look at the mylar belt underneath. See if there is any paper or other foreign material. Do not touch the belt with bare hands. Skin oil will cause defects if it gets on the belt.
