HP Recommended
Product: Color Laserjet Pro MFP 476
Operating System: Microsoft Windows 10 (64-bit)

Started with paper jam and frozen touch screen, escalated to factory reset with touch screen first question is Language selection. The touch screen will not take input. Is there and how can I put the drivers and such on a USB so I can install directly to the printer from the USB.

I cannot communicate to the printer via PC.

I would try an NVRAM reset , check YouTube for video instructions. If that does not work then likely you have a failed formatter.
