Incorrect Ink Levels

Before you start typing, read carefully. I continuously get bad support from individuals who do nothing but regurgitate information that I've given, and it's tiring.

•  I've read KB articles on checking my ink status as well as articles from third party websites to reset my printer's reading.
  Steps taken:
  Run Diagnostics, Quality Report, Alignment, Clean Ink smear, Clean Printhead, problem not resolved
  Unplug printer, discharge residual energy by holding down power button, turn back on. Repeat 5x to clear memory (suggested by Third party site) Problem not resolved
  Check for firmware updates. Firmware updated, problem not resolved
  
  

I'm using the default cartridges that came with the printer, the "Setup H" cartridge. Ink levels are displaying as the screenshot I took here.

Green is the only thing that is being printed out when I used all of the diagnostics options on the offical HP PC software. The levels shown in this screenshot are IDENTICAL to those that are shown on the hardware display attached to the printer.

•  I have purchased an original HP Ink Cartridge as a replacement. 63 Black as per the printer's specifications. I did install it after all diagnostics and troubleshooting failed. Printing in black is OK.

•  I have not printed any color pages at all, the only color printed was on the alignment page, and yet the cartridge is displaying about 43%.

Is this product simply bad or did I purchase a defective unit?

How old is the printer? Some ink will be used even if not printing as printer will run maintenance cycles to keep heads clear. Some ink is used for initial setup as well.

I purchased it new in 2017, but it spent most of the time unplugged and unused, where we were at was rural enough that we didn't have internet for the year that we were there, and since we have moved I haven't had a need for it so it's just sat on my desk, still not plugged in.
