HP 4200
Microsoft Windows 10 (64-bit)

Windows shows no printers, but when download the HP print and scan doctor it showed three, two with the same IP. I could not delete them from window cause they were not there and I could not delete because they were in use.

Try and use the Hp Scan Doctor as much as you can before you do any of this as it is not a pure fix,

Went back to printer and scanner in windows and Print Server Properties to the right. Go to drivers tab, expand the name and  was able to remove two of the three printers by IP address, many tries ,  Driver only. I would turn the printer off and back. I should have removed them all because I did make some headway. I have two printers showing in  HP doctor tool and one in Windows.  This is just an FYI and hopefully someone with more knowledge can sort this out.
