Product: lazerjet4000tn
Operating System: Microsoft Windows 10 (64-bit)

so when I print 2 copies of a 2-page document even when I set to collate on word it prints the first pages first then the second pages. I even tried on adobe reader but still, the same thing happens. just as a test I turned collate off on word and adobe to see if it would collate then but it didn't.

Which printer driver are you using. We find that if you are using the Microsoft supplied class drivers that they do not always provide proper functioning. 

 

The HP UPD drivers will provide the best printing experience.
