First question is what is the history - has this HDX worked in the past and if yes what may have changed?
Now there may be factors that are preventing the HDX from starting.
Disconnect all cables except monitor and camera - then reboot.
Try a factory reset next There is a backup copy of the operating system firmware inside the HDX. Power down the HDX and insert a paperclip into the reset button hole - located just below the power switch - then power the HDX on while holding the paper clip in the hole for 25 seconds. This will reload the HDX firmware.
Note, this procedure will erase all settings.
