The issue no video transmitted on an outbound call;

 

If the call originates from the near sight, the call connects but video from the near sight isn't received by the far sight, only audio. 

 

If the far sight makes the call, audio and video is received from the near site.

 

The near sight receives audio and video no matter which site places the call.
