Isn't 15s too slow for BIOS boot?

It takes 15s to see the HP logo. Fron then, it takes 7-8s to load Windows, thanks to SSD. Isn't it too long for the first step (BIOS) of the boot?

For a laptop with SSD and i7-4710HQ, a faster boot is expected.
