Every new day when I try to print (a crossword puzzle) from either the Cortana or Alexa device, they respond with an instruction to "finish setting up the app". i need to go in to the app and sign in again. the credentials are retained for a day and i can print. however, the next day, I need to finish setting up the app again. 

This used to work. it is only in the past two months or so that it stopped.

I have two printers projet 8600 and projet 8610. i have tried setting it up with both printers and have tried both alexa and cortana. the problem persists in all 4 combinations

Try setting a static IP address.

If you don't know how then try AUTO STATIC IP

thank you for your reply. the printers have had a static  IP address for 5 years and have not changed.
