Do you want to help make HP Smart better by sharing usage data? this message is stuck on my laptop

my printer has been working fine with my laptop...  suddenly today when i open HP SMART on my laptop, i get this message:

Do you want to help make HP Smart better by sharing usage data?  Whether i click YES or NO, it just keeps reloading and showing me the same message and i cannot do anything else with printing or scanning.  i tried shutting down both the printer and the laptop and it didnt help.
