HP 3755 "HP-Setup.." wifi not showing on iPad

We're trying to setup a HP DeskJet 3755 for mobile printing on iPad. We downloaded the HP smart app and followed the instructions. It was unsuccessful (we did go through the first several steps successfully, including connecting to home wifi), so we started over. However, the instructions say to start by connecting to "HP Setup" wifi network, and that network no longer shows up on the iPad (it did on the first attempt). The solid blue wireless light is on on the printer,  and all the symbols are there on the panel, but we can't advance further on the setup on the app without  that HP setup wifi showing up.  The printer shows up when we try to print something, but eventually says "printer is offline."

 

We are able to print on an older HP printer, and I was able to print on this new one using the WiFi Direct.
