HP DESKJET 5550 - REPRINT (YELLOW) & POWER (GREEN) BUTTONS BLINKING AND CANNOT PRINT

HP DESKJET 5550
Microsoft Windows 10 (32-bit)

Reprint (yellow) and power (green) buttons blink simultaneously and I cannot print anything.

I've tried everything posted online:

- resetting printer by unplugging & waiting

- resetting printer by holding power button and pressing reprint button 4 times

- canceling all qued print jobs

- pressing "x"/cancel button multiple times

- checked for any visible paper jams (both front & back)

- tried to run a test print (didn't work)

- removing ink cartridges and reinstalling them back in

 

When viewing this document, https://support.hp.com/us-en/document/c00035263 , I tried moving the ink cartridges side-to-side, but they wouldn't move (could this be the problem?). 

It refuses to take in any paper too (but again, I don't see a paper jam).
