Need to be able to hot spot my HP officejet pro plus 8600 to my Samsung S7 Chrome OS to print

My dilema is that I no longer have a home network. I used to be able to plug a USB cable into my Apple laptop and print without a network. I would simply download my emails and pdf files from my internet connected cell phone via my USB cable to my lap top, then connect the USB cable to my printer and print with the Apple C Adapter. HP changed their software and now my printer is stating that I am not connected to the internet, after I disabled HP web services.

(1.) How do I either hot spot my HP printer to my cell phone, as a workaround to be able to print from my cell phone without a network? (2.) And/or find what bug was imposed on to my Apple Macbook that is forcing me to be on a network to print and fix it, so I can print from my lap top again without being on a network? 

FYI. I even tried to reload the MacOS Print Driver from my cell phone on to my lap top through my USB and Apple is still telling me I have to be on a network.

What exact error message do you get when trying to print? Either on the computer or the printer front panel too.

May you use any cloud service as HP Instant Ink? While using any such disabling web services may suspend printing with Instant Ink cartridges for an example.
