Not printing pdf sewing patters to scale

Am in the UK and got an hp printer a month ago to use for my sewing patterns.

I use an android phone and to my dissapointment all the pdf sewing patterns I've  printed out do not print to scale.

The test box are all measure under what they are suppose to be. 

Can anyone help please.

What program are you printing the pattern from? 

How is the printer connected (USB/ wireless/ wired/ Bluetooth)?
What device are you using the printer with, a Windows computer, Mac, Android or an iPhone?
Have you tested hardware functionality (made copies) and do they work successfully?
Have you tried printing from different programs?

while you respond to that, try to Print the PDF as an image

1. Open the original PDF file.

2. Click File, and then select Print from the list.

   The Print window opens.

3. Click Advanced.

   The Advanced Print Setup window opens.

4. Click the Print As Image checkbox, change any other settings as desired, and then click OK.
