I wish I could assist you - I do not understand the technology well enough to provide a good guess.

A poor guess:  The margin restrictions are forcing the content into a "fit" configuration in spite of the correct settings.

Having said that, consider asking your question at the HP Latex Knowledge Center:

HP Latex Printer Knowledge Center

Reference and Resources – Places to find help and learn how to use your Printer / Plotter

Clarification of terms and "what the printer can do" (Specifications)

Printer Homepage – “Things that are your printer”

NOTE:  Content depends on device type and Operating System

HP Drivers / Software / Firmware Updates, How-to Videos, Bulletins/Notices, Lots of How-to Documents, Troubleshooting, Access to the Print and Scan Doctor (Windows), User Guides, Product Information (Specifications), more
