Unless your printer and your HP Smart for Mobile is completely different from the version that runs in the iPad, printing at this size is pretty difficult if you need accuracy. It is not really easy under any circumstances.
You might be able to get closest by inserting the image you want to print into a Pages document.
Even then, from what I can tell (and I am NOT a Pages expert), you still have to adjust the little image manually.
Assuming that is true,
Assuming "close to size" is good enough,
I just tested Printing from Pages again.
This time I shoved my test image down into an approximate 2x3 inch size.
Works...
What else?
Nothing will HP Smart for Mobile.
HP Smart for Windows is smarter as is the version of HP Smart for Mac.
Still not perfect for 2x3 inch photos, but better than the mobile version.
Sometimes the answer is: "No supported... try 'this'."
