Purchased a double pack of ink cartridges, one does not work

HP Recommended

Just purchased a double pack of HP 63 black ink cartridges. I tried installing one it it kept saying there was a problem with that cartridge. I installed the other from the double pack and it worked. It was $55. How in the world do I get a replacement cartridge from HP, they are very hard to deal with. I am under quarantine right now so returning it to Walgreens is a bit of trouble. This is the second time in less than 6 months that a new HP cartridge will not work. Whats the deal? Thanks to anyone that has a good idea!
