In general...

 

The Windows printer software can "Scan to Email".

 

You must have an email client installed on your computer.  Email clients include Outlook, Thunderbird, Windows Mail - that is, a mail program installed on the computer.  Accessing your email through your browser does not count as an installed mail program.

The HP Smart for Windows application can do this - again, you need to have installed a mail client to which you have connected your email account.

 

Open the HP Smart Application,

Scan the document / image,

Select "Share" > click Mail > set the options > send

You might be able to use a similar function on your mobile printing software - whether this is the case, depends on the mobile device you are using.

 

 

 

Whether or not this is possible using ChromeOS is not something I can answer.  I have never used ChromeOS.
