I likely do not understand your question.
My first impression is that you want one application to communicate with a second application to give you print access to photos tied to (accessed from within) the second application.
Seems like Google Photos would have its own print option within the Google Photos App.
I am not aware that HP Smart can "talk" to Google Photos application.
If the photos are simply located in a cloud location (folder) that is signed in
If HP Smart has general access to the folder,
If HP Smart can open the photo image file,
then -
Sure, the file might print.
Part of this, of course, depends on whether Google Photos Application allows access to the files from other than within the Google Photos Application.

- Disconnect from Virtual Private Network (VPN) connection before downloading.
- Turn on Wi-Fi on your computer or mobile device and connect to your network. If the computer is connected to the network with an Ethernet cable, temporarily disconnect the cable and use the Wi-Fi connection during the setup.

- HP Smart requires that you sign into the application using your HP Account credentials.
- When working through a browser to access HP Smart, be sure you have Cookies enabled. If cookies are enabled and you are having trouble, clear Cache and Cookies. And / Or … Try a different browser – assign that browser as the Default. (Note: Chrome not working? Use / Assign a different default browser.)
- Where possible, HP Smart benefits (likes) having the Full Feature Software / full driver printer software installed. For example, full driver provides access to Shortcuts and Printing Preferences.
- Document includes the HP Smart application download links for Windows and Mobile devices, plus an FAQ section to assist with questions / issues.

You described the problem well.
It actually works well on my smartphone:
- tapping on "print photos" within the HP Smart will give me the choice to tap on "PDFs" or "My Photos" or add more accts (e.g. Facebook etc);
- tapping "My Photos" then will let me complete the action by tapping either on "Gallery" or (Google) "Photos".
- after tapping on "photos" I can choose a photo, edit and print it - but I guess you are right that at that point I am inside the Google Photos App (and not in HP Smart app anymore) and I am in fact using its printing tools and not HP Smart's ones.
After reading through your answer I better understand and will use desktop printing directly from Google Photos app and not trying to go through HP Smart.
