hp4630 wont turn on, yes older model but was working perfectly until I turned it off to restart

HP 4630 is my backup printer and it is an older model, but it was working fine until I turned it off because I was trying to reset all my devices.    

I got a spare power cord from Staples.  It is not the power cord.   I like the way the feeder is on this model and it was a gift from somebody who is now deceased.   I just want it to work again.

Welcome to the HP Support Community. 

Let's try these steps -

1) Take out the cartridges.

2) Unplug the power cord from the printer & wall.

3) Wait for 30 seconds. 

4) Plug the power cord back into the printer and wall, ensure the printer is plugged into the wall & not to a surge protector.

5) Insert the cartridges back into the printer.

If the issue still persists, I'd suggest you Contact HP in your region regarding the service options for your printer.

This is a pretty nifty procedure you describe, but with the power off, the ink cartridges are parked where they cant be removed

You can't take ink cartridges out of a shutdown printer.  Unplugged and plugging back in does not work. It goes comes on as if it is going through startup possess but then shuts down.
