I have many hp printers that we use the hpepint services to send paperwork to our different warehouse printers.  It seems like all of them are down.

It retired actually. You may be able to use other options

@banhienis right - the Print Center used to manage ePrint services is retired.

The actual ePrint service is working - for me, in the Western USA.  (Just tested with a simple email request.)

How does that help you?

It does not really help you at all - the truth is that the service can be working in one region and down in another.

Having likely used the service for a long time, you realize the best you can do from your side is to stop Web Services > wait a bit (few minutes) > Restart Web Services.

If you can get control of the printer, that is, if the printer is connected to your local network, you can perhaps use the Embedded Web Server (EWS) to check on Web Services.

Open your favorite browser > type / enter Printer IP address into URL / Address bar

Tab Web Services > Summary

What else?

The few options available to manage the actual printer service is available at the HP Smart / HP Connected website.

Unfortunately, for a series of printers that are not (at the moment) able to connect to the ePrint servers, this doesn't really help.  The link is provided as a general "FYI"

Old printers?

Web Services has been discontinued on some older printers (as listed)
