What happened to the original voice typing toolbar?

This is not the voice typing toolbar.

This is close but not the voice typing toolbar.

For the past 60 days whenever I start the computer there has been a voice typing toolbar 1/3 smaller than the second image, with three icons, widgets, microphone, and the question mark but the horizontal bar at the top was a vertical bar on the left. It disappeared while I was working this morning. I last used it to post a question in a form, then it magically disappeared. HP chat support was useless as usual. Any idea what happened to the original? The original toolbar, when clicked on the options widget, only had a couple selections. Not the built-in Windows voice typing toolbar.

So I got it to appear when I opened a new tab in Firefox, took screenshots of it I guess it is actually part of voice typing but I prefer this smaller version that floats so I can drag it out of the way when necessary. How do I make this the default voice typing toolbar?
