How to switch the sound from speakers to headphones when using VoIP programs and browser add-ons?

While testing the sound through headphones works from the control panel, attempts to switch the audio settings to use the headphones lead to sound continuing to play from the speakers and picked up by the laptop mike instead of the headphones. Panel GUI and audio status icons at the right of the Windows 10 task panel show that the settings changed to headphones, however the hardware does not change its operation.

What should I do next?

(b)  Select Open Sound settings,

(b) Select Output device from the list
