brand new laptop with win 10 originally - upgraded to version 2004.
Issue is/was that the laptop would only very slowly reboot when recovering from sleep mode = this is not an uncommon occurrence on HP laptops as the BIOS is pretty basic.
We have done all the common adjustments to resolve, but in the end we have opted to avoid sleep mode altogether.
What we have done to resolve:
1. Upgraded BIOS from f42 to f45 (latest)
2. Ensured that in device manager mouse/keyboard power management option is set to wake
3. Windows update service is set to automatic
4. Disabled fast restart from sleep
5. There are no S2/S3 options in BIOS for waking other than for LAN
So what we have done to better control this is to not use the sleep function at all - as an aside the main user of the laptop has some physical disabilities so we just needed to make the operation as simple as possible.
In our view this is a BIOS issue that HP needs to address - their overall write-up of sleep issues doesn't address issues relating to recovery from sleep mode.

@robmar0se I suggest you make a few changes to the way sleep mode works under power options:
- Change - "Put the computer to sleep" to preferred time,
- And Change - "Turn off the monitor" to never.
If the issue persists, try the below steps:
Disabling the hybrid sleep, followed by updating all available Windows updates and the BIOS update from the HP website, please follow the below steps to disable the hybrid sleep after performing a hard reset on the device should help resolve the issue.

In Windows, search for and open Control panel.

Make sure the View by setting is set to Category, and then click Hardware and Sound.

Click Power Options.

Click Change plan settings for the power plan that is selected.

Click Change advanced power settings.

Expand Sleep, and then expand Allow hybrid sleep.

Select Off from the On battery drop-down menu, and then select Off from the Plugged in drop-down menu.

Click OK.

Thank you for taking the time and trouble to pass on your advice.
Unfortunately these options had previously been tried and been unsuccessful.
I understand you don't have the time to read all the foregoing , had you done so you will realise that 1. BIOS has already been upgraded to the latest version (the fault is the same on both BIOS versions), that 2. we had previously changed the advanced power options to exactly as you suggested.
To expand a little, with sleep mode "on", when coming our of sleep, it doesn't just reboot in all scenarios but also suffers from delayed "constipation" before doing so, so in effect its slower than just powering down and rebooting.- which is what we now do. In other words "sleep" is just not functional on this laptop.
I believe that this is a BIOS fault.

I recommend you follow the below steps and check if it helps.
Press ‘Win + I’ shortcut keys to open Windows Settings app.
Click on ‘Update & Security’, then go to the ‘Troubleshoot’ section from the left-side menu.
Scroll downwards a bit and click on the ‘Power’ option.
Click on ‘Run the Troubleshooter’. It will start detecting the problems and if it founds, go ahead fixing it.
If the issue persists, follow the below steps.
Go to the ‘Start’ menu and type ‘Control panel’ then hit the ‘Enter’ key.
From the top-right filter, choose ‘Large icons’ and navigate to the ‘Power Options’,
Click and open the ‘Power options’.
Select the power plan according to your requirement and click on ‘Change plan settings’.
Click on ‘Change advanced power settings’.
In the power options windows, click on the button ‘Restore plan defaults’.
Click on ‘Apply’ and then ‘OK’ button.
