8460p Overheating and intermittent power shutdowns with working fan

Microsoft Windows 7 (64-bit)

This  //8460p//i7-2620m//1600x900//Windows 7 64 Pro//  exhibits excess heat and is cutting out with sudden power shutdowns.

8460p  refuses to turn on again until the power plug is removed And the battery is removed, then reinserted.

6043B0090001 Thermal Module is burning hot.

Any way to tune the fan to spin faster or otherwise cool more efficiently ?
