Hi there
problem number 1 - Administrator Password required - System Disable Code is "58224998"
Problem 2 - system start up issue, performed self tests (F2) results code 303 replace Hard Disk 1 & 305 Hard Disk Full
would this indicate the HDD requires replacing or is the HDD a victim here?
I cannot proceed any further without password unlock

Yes you've to replace hard drive with a new one of similar form factor. Old one has failed.
Use recovery media to factory reset after replacement
Use LiveCD to copy as much as files you could from failed HDD to external drive

I don't have the recovery media for this laptop.
I know the pc came with Vista and has been upgraded to Windows 10. would a fresh install be the answer? would the fresh install need to be Vista?

You're welcome
If you've already successfully upgraded and activated Windows 10 previously, Clean install of Windows 10 is the only possible solution at this situation. Windows will be automatically activated after installation while connected to internet.
