BIOS PCI card setting was accidentally turned on. Blank screen. Will not boot.

Microsoft Windows 10 (64-bit)

BIOS PCI card setting was accidentally turned on. Blank screen. Will not boot. None of the button short cuts have worked.  I’ve tried to reflash the bios and reinstall multiple versions of Windows with usb drives. No joy so far.  Any help would be appreciated. I’d be fine if I could just get something to boot up.

This could be a hardware issue.
