I wish we could help you, but sorry, due to recent changes in Community policy, we are no longer able to provide any assistance with password reset or recovery issues.

Also please note that now, to resolve a forgotten BIOS password issue, a system board replacement is required -- and additional customer costs apply, HP has issued this post about BIOS passwords: https://support.hp.com/us-en/document/c06368824.

I am writing from Africa Ghana and there in no hp shop those that mean I should throw my laptop away and buy a new one this policy sucks

This is HP's policy -- as the BIOS password is contained in something known as Firmware and that is encoded into a chip on the motherboard in the laptop.  To reset the password means to replace that chip with a new one, and since customers don't have the equipment or skills to do that, HP prefers to sell folks motherboard replacements.

 

There's nothing to prevent you from going outside HP for a BIOS chip replacement -- but you would have to do that on your own.
