HP Pavilion x360 11-u002ni (ENERGY STAR)

Hi

My HP Pavilion x360 11-u002ni (ENERGY STAR) laptop boots up to - Choose Keyboard Layout

After which I am given a choice of;

1) HP Recovery Manager (reboot/shutdown gets canceled) goes blank blue screen, 

or

2) Advanced Options (won't allow startup repair - it diagnoses attempts to repair but cannot)

I have processed both choices and done all the steps.

The hardware check has passed.

System Restore gives me an error message, (Restart, select operating system and then select system restore)

The only way to enter the system is through the BIOS but I am not that skilled and I cannot find assistance in this area on HP support.

Before all this happened my laptop would not shutdown. I would turn it off and it would start up again. Then I force shutdown by holding the restart button. Since then it won't open. 

I would appreciate anyone that can help me with this during the lockdown.
