Brand new HP won’t boot

Microsoft Windows 10 (32-bit)

So I just got this laptop from Walmart in the mail and it is not refurbished at all. It came fresh out of the box. And as soon as I turn it on it says preparing repair and it goes thru the diagnosing my pc. Then after I wait for the black hp screen to load it says my pc could not boot or repair itself. I don’t know if I got a defective laptop and need to buy a new one or if there is a fix for this. It didn’t let me set my laptop up the date or time nothing. And when I try and enter the controls it ask for an administrator password. I don’t have a password due to me just now buying this and not being able to make one it skipped that whole process. I really need this laptop for school and it’s a nice brand new laptop. I ran every test I could and nothing is wrong internally with storage or anything so I don’t know what’s wrong with it. Help me please.
