Operating System: Microsoft Windows 10 (32-bit)

Bought this brand new at Target get it home take it out of the box to set it up and it's got someone's name and asking for password

Sorry, but we here can do nothing about that -- as we have no control over the contents of PCs sold by resellers.

 

You will need to take it back to Target and have them deal with the issue, as it appears they sold you a used PC.
